"More probable than not" is really bulshitty conclusion.
Either there is evidences of misbehavior by any member of Patriots staff and the message between the staff members give no clearcut evidence of ilegal deflation, set aside knowledge than Brady knew about it (for what I read so far Brady tell staff members that he'd prefer the ***** less inflated than more, it is not clear that he ask for deflated below the regulatory requirements), and the discipline might proceed.
Either there is no such evidences and you continue your investigation or release that there is no conclusive evidence and that ball handeling after control by officiating crew should be better secure.
The report cannot draw recommendation that can be satisfying for any parts. Heavy punishment is certainly out of the picture with this "more than 50% chance" conclusion. And no punishment at all will be also bad because it is stated that there is probable missbehavior of the QB. So the only path left is the symbolic fine that will look bad for the league for not giving proper overwatch and sanction of fair competition infrigement between the franchises and patriots will look bad because the principles of cheating is aknowledge.
Really poor job from the investigators.
