This is not exploits. This is stuff not working right or with any rational reasoning. Man, I am not liked. Only Greg in this thread likes me. I type anything and get angry reactions. I am shocked no one has mentioned the upside down bonus before me that is why I thought it was targeted.

Unless it's changed, I believe bonus money is the deciding factor for the free agent so I would assume despite being worth more money, the 0% offer would be rejected.

Whether it actually happens that way or not, nothing in the system is actually preventing you from submitting an offer at this time.
